Objectives:
-
Reinforce countries’ capacities in the field of
import/export control (including transit and
trans-shipment monitoring) through the development
of dedicated procedures and guidelines to deter
illegal trans-boundary shipments of CBRN hazardous
materials.

Build trust among different entities, agencies,
public institutions and other stakeholders involved
in the field of import/export regulation (including
transit and trans-shipment monitoring) at national
and regional level.

Develop a sustainable knowledge sharing system
applicable to a broad range of countries and
government structures and based on a freely
available package of tools on CBRN import/export
(including transit and trans-shipment monitoring).

Improve regional
inter-agency cooperation and standardization with
international CBRN Import/export control procedures
and guidelines (including transit and trans-shipment
monitoring).
Main Activities:

Collection, analysis and identification by
international and national experts of transferable
best practices on CBRN import/export procedures and
guidelines (including transit and trans-shipment
monitoring). Meetings and missions will be organised
to facilitate this process. The project will develop
ad hoc guidelines, manuals, training materials etc.

Identification and selection of national experts
from countries in the region to create an Expert
Team to share lessons learnt and best practices on
CBRN import/export control (including transit and
trans-shipment monitoring).

Identification of relevant national agencies
(import/export regulation, licensing authorities,
military establishments, research agencies, public
and private organizations etc.) with
responsibilities in the field of import/export and
assessment of participating countries’ needs (if not
done before the project).

Development and implementation of a regional
training/mentoring service to train the national
experts of the Expert Team on CBRN import/export
control (including transit and trans-shipment
monitoring). The experts will be provided with
adequate materials and technical supports for
training (including access to Multimedia Platform on
CBRN risk mitigation that hosts all tools, exercises
and other relevant information).

Organize training/mentoring sessions in the
participating countries of the region through which
the expert team will train relevant national experts
on CBRN import/export control (including transit and
trans-shipment monitoring)
